The Town of Orleans is soliciting INFORMATION ONLY responses relating to redevelopment of the property owned by the Town and formerly occupied by the Governor Prence Motel on Route 6A in Orleans, MA for affordable and mixed income housing. The purpose of this solicitation is to gain input from developers and other market participants which will assist the Town to frame a Request for Proposals (RFP) that it intends to issue to secure a developer for the site. The Town requests brief answers to specific questions as to parameters which would make the RFP attractive to developers. Respondents may choose to provide information for any or all of the questions. The Town appointed a Planning Committee which worked with a planning consultant to analyze the site, engage the community, and develop recommendations for a Redevelopment Plan. The Orleans Select Board approved the recommendations, and the Town anticipates issuing a Request for Proposals next spring for a developer, which RFP will be issued in accordance with M.G.L. 30B procurement requirements and will be open to all proposers in accordance with the requirements of the RFP and applicable law. The purpose of this RFI is to help the Town provide parameters and guidance that will make the RFP attractive to potential developers and facilitate implementation of the project, while meeting the Towns objectives. This RFI is not a pre-qualification for developers and is not a requirement for participation in any subsequent RFP or other procurement. No award will be made at the conclusion of this RFI process and respondents will not be given priority or advantage. This RFI is not intended to be a procurement action as defined in M.G.L. 30B nor to convey any rights in any related future procurement with respect to final disposition of the property or award of any contract. The Town Administrator reserves the right to accept and/or reject any and all submissions and waive any informality in procedures, if it is in the best interest of the Town. The method of contractor selection has not been determined at this time.
