The Borough of Oakland Requests Proposals From Firms/individuals Interested in Providing Forester Services The Borough of Oakland has an active Shade Tree Commission and has a need to retain a professional to help maintain our Shade Tree Program. The Borough of Oakland seeks Proposals from New Jersey Licensed Tree Expert (LTEs) firms/individuals seeking to provide Forester Services to the Borough, for a contract beginning on January 1, 2023 and ending December 31, 2023. The successful individual/firms must have experience providing tree-consulting services to New Jersey municipalities. Each candidate shall submit proof of business registration with the New Jersey Department of the Treasury Division of Taxation (P.L. 2004, C.57) and must comply with the affirmative action requirements of N.J.A.C. 17:27 et seq. SCOPE OF SERVICES: 1. Review Tree Removal Permit Applications and Inspections on Private Property. 2. Prepare quote specifications for tree removal and pruning of Borough trees. 3. Perform inspections of Borough Shade Trees. 4. Consult on Borough Tree Related Matters. 5. Assist in preparation of Community Forestry Management Plan. 6. Planning Board/Zoning Board of Adjustment Plan Reviews. 7. Consultant will attend meetings of the Borough upon request. 8. Assist with preparation of tree related grant applications. 9. Consultant will handle any other matter(s) requiring the expertise of an LTE as directed by the Borough. The method of contractor selection has not been determined at this time
