The City of New Bern is requesting Statements of Qualifications from professional engineering firms licensed in the State of North Carolina to provide engineering services related to Electric Utility Systems and NC DOT projects. The purpose of this RFQ is to select the firm determined to be best qualified to provide the required Professional Engineering Services based on the criteria specified herein and to generally set forth the Terms and Conditions whereby the City of New Bern will contract with the selected firm. The Request for Qualifications packet submitted, and possible subsequent interviews shall serve as the basis for selection without regard to fees. The information provided in the RFQ package from the City is intended to give information to the prospective firms concerning the required services and the basis for awarding of the agreement for engineering services. It is not necessarily intended to completely define the selection criteria or contractual relationship to be entered into by the City of New Bern and the successful firm. All North Carolina General Statutes and Federal requirements must be observed. The scope of contracted services may include, but are not limited to the following: North Carolina DOT highway widening project design and coordination with electric utility conflicts.
Utility system studies, planning assistance, grid modernization project development, and other econometric analyses for utility project cost
Utility system project planning and design services as may be requested including generation, transmission, substations, and distribution system projects.
Ongoing and upcoming Electric Utility
Permitting acquisition with the National Forest Service, NCDOT, NCRR and others as needed.
UPEA/URA development and support.
Reimbursement support, to include itemizing all project costs and reimbursement request development. December 19, 2022 Last day to accept questions and requests for clarification on the RFQ 5:00 PM (local time) January 9, 2023 Answers to submitted questions provided by addendum 5:00 PM (local time) All questions shall be in writing and e-mailed to colonl@newbernnc.gov During the term ofthe Agreement and for a period of one year after termination or expiration of this Agreement for any reason, the City shall have the right to audit, either itself or through a third party, all books and record (including but not limited to the technical records) and facilities of the Contractor necessary to evaluate Contractor's compliance with the terms and conditions of the Agreement or the City's payment obligations. The City shall pay its own expenses, relating to such audits, but shall not have to pay any expenses or additional costs of the Contractor. However, if non-compliance is found that would have cost the City in excess of $5,000 but for the audit, then the Contractor shall be required to reimburse the City for the cost. The City reserves the right to reject all or portions of any or all responses, to waive irregularities and technicalities, to re-advertise, or to proceed to provide the services otherwise, in the best interest of the City. The City may, at its sole discretion, modify or amend any and all provisions herein. The City will not pay for any information herein requested, nor is it liable for any costs incurred by the participating firm. The method of Contractor Selection has not been Determined at this time
