The Town of New Castle, New York is seeking to retain a qualified consultant(s) to assist the Town with review of a land development application in the Chappaqua Hamlet. Consulting services are being sought for the review of parking, transportation, and traffic data and analyses that will be submitted to the Town by the project applicant. The applicant proposes the construction of a 4-story mixed-use residential building at 50 North Greeley Avenue, which is situated alongside the Metro-North Railroad tracks. To facilitate the development, the applicant further proposes a legislative amendment to the New Castle Town Code that would create a special permit process for construction of net-zero carbon emissions buildings ("NG-Zero Special Permit"). The special permit process would establish certain Green Building Standards and various other thresholds relating to building height, parking ratios, lot size, and other features.
