Lextran is seeking proposals for a firm to provide environmental services. For the purposes of this procurement, environmental services include, but are not limited to, the following: Clean up of spills of hazardous materials, such as diesel fuel or gasoline Conduct facility inspections at a frequency and level of detail satisfactory to ensure compliance with applicable regulations Recommend upgrades to existing processes and infrastructure, and implement or oversee the implementation of these upgrades Prepare and update environmental management plans and audits, including: Stormwater Pollution Prevention Plan Groundwater Protection Plan Lextran Annual Consumables Inventory Provide or coordinate employee training Collect and analyze stormwater samples semi-annually (O&G, TSS, COD, pH) Maintain environmental compliance records Coordinate inspections, testing and repairs with outside contractors as needed Oversee response to significant spills or other environmental events Represent Lextran to regulatory authorities, including on-site audits In addition, the successful proposer shall work with Lextran to identify activities and facilities that are subject to regulation by federal, state, or local government. Existing compliance efforts will be reviewed and compared with regulatory requirements. While the majority of tasks will be performed at Lextran facilities, there will potentially be tasks, such as clean-up of spills, that could take place anywhere in Fayette County. Lextran, the Transit Authority of Lexington-Fayette Urban County Government, was established as it is known today in 1973 by the Commonwealth of Kentucky as a Mass Transportation Authority. Lextran provides 2.7 million trips annually with service to residents and visitors of Lexington-Fayette County on 26 fixed routes, county-wide paratransit, and regional vanpool seven days a week, 365 days a year. The annual combined operating and capital budget of $37.6 million operates out of a LEED certified headquarters complex employing over 200 team members with a 105-vehicle fleet, which includes compressed natural gas, zero emission battery electric buses, diesel and gasoline filled vehicles.
