Project Title: Replace & Relocate Chilled Water Piping SCI, James A. Haley VA Medical Center, Tampa, FL. Project #: 673-23-111 IAW FAR 36.204 & VAAR 836.204 the VA's magnitude of this construction project is between $1,000,000.00 and $2,000,000.00 NAICS: 236220 - Commercial or Institutional Building Construction Product Service Code (PSC): Y1DA - Construction of Hospitals & Infirmaries This solicitation will be evaluated on a trade-off basis. As stated elsewhere in this solicitation, this procurement is a two (2) phase design/build IAW FAR 36.3. One solicitation will be issued covering both phases. In Phase I, proposals will be evaluated to determine which offerors will submit Phase II proposals. Block 13 A immediately below only refers to Phase One proposals. This requirement is set-aside for VIP certified, Service-Disabled Veteran Owned Small Businesses (SDVOSB). Vendor verification for SDVOSB's can be found . ANY PERSON OR ENTITY SUSPECTED OF MISREPRESENTATION FOR THE PURPOSE OF SECURING A GOVERNMENT CONTRACT MAY BE CRIMINALLY INVESTIGATED AND PROSECUTED FOR FRAUD AGAINST THE UNITED STATES GOVERNMENT. James A. Haley VAMC is a smoke free facility. Contractors, in order to enter the campus, you must have a picture ID. All contractors are required to wear a face covering (per guidelines) while on campus. All contractors will be screened at the entrance of the VA campus. A series of questions will be asked and temperatures taken. While working inside or outside the VAMC, the contractor will be responsible to wear a face covering at all times. Personal Protective Equipment (PPE) is not provided. Refer to solicitation instructions for Phase One cutoff date for submission and Request for Information (RFIs), or questions, if any. No site visit will be conducted during Phase One of this solicitation. All offerors must comply with all solicitation terms and conditions (T&C's). Furnish all necessary professional services, equipment, labor materials, supervision, tools, testing, specialty services, and design-build services to perform a design-build for the NRM Project #673-23-111, "Replace Relocate Chilled Water Piping SCI" in Building 38 at the James A. Haley VA Hospital, located at 13000 Bruce B. Downs Boulevard, Tampa, Florida, 33612. SITE VISIT (CONSTRUCTION) (FEB 1995) ALTERNATE I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this James A. Haley VA Hospital Replace Relocate Chilled Water Piping SCI 673-23-111 Page 33 of 89 solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. No telephone RFIs/Questions will be accepted. The cutoff for submission of RFIs for PHASE ONE (if any) is: 1/4/2023 @ 1:00PM (EST). Responses will be provided in a Question & Answer format to all offerors via Standard Form (SF) 30 Amendment to the Solicitation. RFI received after due date will only be answered if in the judgement of the CO impacts the project/solicitation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
