The City of Lancaster ("City) is a charter city located in northern Los Angeles County. Incorporated in 1977, the City is governed by a five-member City Council whose members are elected at-large, and operates under a Council/City Manager form of government. The Lancaster Housing Authority ("LHA") is a public body corporate and politic, formed pursuant to the California Housing Authorities Law (Cal. Health & Safety Code 34200 et seq.), dedicated to the community's effort to revitalize neighborhoods and foster economic development, as well as to provide quality, affordable housing. LHA is releasing this Request for Proposals (RFP) to solicit proposals from qualified real estate developers ("Proposers") and to select a single developer or a Development Project Team from among Proposers to enter into a Disposition and Development Agreement (DDA). It is intended that the selected developer(s) will enter into a DDA for the entire approximately 35 acres of LHA-owned land located in the southern half of the primarily vacant property bounded by Division Street, Avenue I and East 3rd Street in Lancaster, California ("Subject Property"), whereby the LHA authorizes the developer(s) to acquire the land in order to design, construct, and operate a mixed-use, mixed-income development that includes residential, commercial and open space uses at the above stated site.
