The City of Yukon is soliciting qualifications from interested firms to assist the City with engineering and project implementation services for project(s) related to the American Rescue Plan Act (ARPA). The proposed types of project(s) to be included in the City of Yukon Infrastructure Program are defined as eligible projects that qualify under ARPA. Projects may be funded in part by ARPA, grant(s) and/or Oklahoma Water Resource Board (OWRB). The qualifications-based procurement standards of the Uniform Guidance (2 CFR 200.317 through 2 CFR 200.327) shall apply to this Request for Qualifications. The Selection shall be based on qualifications, not price. The City of Yukon is upgrading the current Waste Water Treatment Plant (WWTP) from 3 million gallons per day (MGD) to 5 MGD. In addition, WWTP will need to be re-categorized by ODEQ from an extended aeration facility to a conventional activated sludge facility. Location of offices, addresses, email and telephone number, the principal(s) of the firm 3. Water/Wastewater Experience including 3 project related references 4. Proposed Project Approach and timeline 5. Brief description of the firm 6. Resumes of Key Personnel 7. PE Licensed in Oklahoma required 8. Prior Experience with Municipalities 9. Projected availability of design/inspection personnel assigned to the project over the next 24-month period. 10. Hourly rates for personnel to be utilized on the project. Include a table outlining the percentage of total work to be assigned to each pay classification of project team members. The scope of services include preliminary analysis of the City's needs, preliminary engineering design, final engineering design, construction observation and project implementation in compliance with ARPA program requirements. The agreement will be on a lump sum, fixed price basis (or cost reimbursement "not to exceed" basis), with payment terms to be negotiated with the selected firm. The services to be provided will include, but not be limited to: - Preliminary, Design and Construction Phases of all projects - Engineering Report including the following o Hydrologic and hydraulic analyses (must meet OWRB/ODEQ minimum standards) o Plans and Specifications for the Project o Recommendations o Cost estimates o Conceptual plans - Design Plans - All necessary permits - Bidding and Contracting Process/Procurement of Construction Services including preconstruction conference, legal bid notices, supervision of bid tabulations and award process. - Engineering During Construction - Survey and Construction Staking - Project/Construction Inspection/Management Services - Reviewing and approving Contractor requests for payment and submitting approved requests to the governing body. - Conducting final inspection and testing. - Provide review and oversight to ensure compliance with local, state and federal regulations.
