Enquiries Deadline 2022-12-20 1:00:00 PM The proposed contract includes spring and fall tree planting in the Coast Mountains Natural Resource District. The spring plant is within the Cascadia, Kalum and Pacific operating areas. There are 12 blocks located in the Cascadia (308.58 ha), 2 blocks in the Kalum (21.00 ha) and 1 block in the Pacific (7.93 ha). The fall plant consists of 2 blocks (67.71 ha) in the Nass operating area (Upper White FSR). One block has fertilization bags to be planted with the trees. Estimated number of trees to plant over spring and fall is 403,230. If bidders cannot attend in person, they have the option of joining a conference call (see more information below). The Bidder (or the Bidder's representative with a letter of authorization from the Bidder) must attend for the duration of the Information Meeting and must identify himself or herself to the Ministry representative. The terms and conditions of the Contract or Tender Documents or addendum thereto supersede questions and answers, or discussions made at the Information Meeting. Questions and answers or discussions made at the Information Meeting are non-binding unless made in writing as an addendum to the Contract or Tender Documents. The contractor is expected to have access to a computer or a copy of the contract. Questions & Answers All contract related questions must be submitted in writing ONLY to the following email address: Forests.SkeenaTimberSalesOffice@gov.bc.ca. Deadline for receiving questions is 1:00 pm on December 20, 2022. If questions are received, a Question & Answer document will be posted to BC Bid by December 21, 2022. Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package. The lowest priced or any tender will not necessarily be accepted. This Solicitation is using the BCTS Planting Contractor Rating System to evaluate tenders. Please see the 'Information to Bidders' for Tendering Process and 'Frequently Asked Questions and BCTS-Planting Contracting Rating Form' documents for information on the Rating System. Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022. Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia As a condition of finalizing any service contracts with the Province, including service contracts arising from procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
