Idaho Falls Power (IFP) desires to create an Advanced Distribution Management System (ADMS) for our operations. This systems implementation will be concurrent and integral with an upgrade to our Supervisor Control and Data Acquisition (SCADA) system. Pursuant to IC 67-2805, "Procurement of Public Works Construction," the City of Idaho Falls (City), Idaho is requesting Statements of Qualifications (SOQs) from Vendors who are interested in providing proposals for the above referenced project. The purpose of this solicitation is to pre-qualify Vendors who will provide detailed proposals (RFP) for the subject project. IFP expects to solicit RFPs in the first half of 2023. The vendors must be pre-qualified by this current process to have proposals considered for the RFP. IFP is an electric municipality with 12 substations and 5 hydroelectric power plants. We have approximately 30,000 electric meters at our Utility and our peak load is a winter peak of just under 150mw. IFP's current SCADA system is deployed in a "hot standby" configuration. Dual servers and communications paths are currently deployed. Communication from the dispatch center to RTUs is DNP3 and delivered over fiber or 900mhz licensed radios. The fiber is the primary communication path with radios operating in "hot standby" as the backup path. We currently monitor approximately 5200 telemetered points with our 24-hour dispatch center. Cyber Security best practices are implemented in this system and are of the upmost importance to IFP The City of Idaho Falls reserves the right to reject any or all applications. The method of Contractor Selection has not been determined at this time.
