This Request for Qualifications (RFQ) solicits statements of qualifications (SOQ) for consultant services to provide on-call construction inspection, and construction contract administration services to augment existing City construction staff as necessary for future locally funded construction projects. The SOQ submitted in response to this RFQ, together with consultant interviews (if necessary), will be used as the basis for selecting an on-call list of consultants. The City will enter negotiations with the top ranked firms. If there are unresolved issues or negotiations are unsuccessful, negotiations with a firm will be terminated, and the City may attempt to negotiate an agreement with the next highest ranked firm. Master Service Agreements (MSA) for on-call services will be prepared for each of the selected Consultant firms and presented to the City council for approval. The anticipated amount of the Master Services Agreements offered to each firm is $2,500,000. The total number of possible projects is unknown. As future needs are identified, a scope of work will be prepared and task orders will be assigned based primarily on a rotational basis but may request resumes and assign work on the most qualified basis as the need arises. The City will attempt to assign task orders on an equal cumulative valuation basis.
