The City of Muskogee reserves the right to accept or reject any and/or part of all Bids, and to waive irregularities at its discretion. The City of Muskogee reserves the right to accept a Bid other than the lowest Bid, with justification, as provided by the Citys Purchasing Policy. By submitting its Bid, the Bidder confirms that the Bidder has read and understood the Citys Purchasing Policy, available on the Citys website . A Bidder wishing to appeal a bid award must present a written appeal to the City Manager within five (5) days of the bid opening. Each proposal must be accompanied by a Bidders Bond or Cashiers Check upon any solvent Bank or Trust Company, payable without reserve to the City of Muskogee, Oklahoma, in an amount not less than five percent (5%) of the total amount of the bid. Bid security of the two (2) low bidders will be retained until approval of contract and execution of satisfactory bonds by the successful bidder, or until other disposition on the bids is made.
