The City of Minneapolis is issuing this Call for Bids for prospective suppliers to provide all materials, labor, equipment and incidentals for the construction of the 15TH ST SANITARY SEWER REHABILITATION PROJECT, for the City of Minneapolis, all in accordance with the provided specifications, event line items and all documents requested herein. A contractor responding to this solicitation document swears that they are in compliance with the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3, and shall upon request submit to the city a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria. Project specifications, drawings, and plan holder lists are available for viewing at no charge, or for electronic download for $10.00 by entering eBidDoc # 8351737 in the "Project Number" field. No public bid openings are taking place due to concerns with COVID-19. Procurement will open the responses at the Event Close Date and Time and the results will be posted as soon as possible on the City of Minneapolis website. Scope of work This project involves the replacement of approximately 560 feet of an existing RCP inside egg-shaped brick sanitary sewer between 3 rd Ave. S and 4 th Ave. S along E 15 th St. The methods of pipe replacement shall be open cut excavation and trenchless installation. All work associated with trenchless installation methods shall be covered under a separate specification. The new sewer shall be sloped such that the flow is directed from the existing Minneapolis Convention Center connection point on the west side of 3 rd Ave. S to an existing manhole to the east on 4 th Ave. S. This new sewer segment will be constructed of approximately 460 ft of 12-inch PVC pipe and will include the installation of three new manholes. The existing sewer crossing 3 rd Ave S and south of the 3rd Avenue Parking Ramp will be filled with cement slurry and abandoned in place. This work will involve pavement removal, protection of existing utilities, utility coordination, pipe and manhole fill, pipe and manhole installation, and restoration. Once the pipe installation is complete, the Contractor is expected to backfill, grade, and compact to the top of the aggregate base. The Contractor will replace the pavement removed as a part of the project. The Contractor is responsible for water management during construction. Any dewatering pumping will require approval by the city prior to pumping. Permits will be required as stated in other sections of these special provisions. all dewatering will be paid for as part of mobilization/demobilization. The work to be performed by the contractor under this contract shall include the following items 1. Installation and maintenance of erosion control measures 2. Temporary traffic control, including any approved detours required 3. Sanitary sewer bypass 4. Full depth pavement sawcut and removal and disposal of existing pavement 5. Coordinating with other utilities 6. Concrete slurry fill and abandonment of existing sanitary sewer pipes, connections and manholes 7. Excavation and installation of new open-cut sanitary sewer segments. 8. Installation of new sanitary sewer through use of trenchless construction methods. 9. Backfill and placement of Class 5 aggregate . 10. Survey work, including survey of all existing underground structures for casting adjustment by others. 11. Apply and obtain permits for the construction work 10. Record drawings. This specification includes the requirements for the installation of the steel casing pipe using the Pilot Tube Guided Auger Boring (PTGAB) or Pilot Tube Micro tunneling (PTMT) methods of construction. The Contractor's Work shall include, but not necessarily be limited to, providing all labor, material, and equipment necessary to install the pipes as shown on the Drawings. The work to be performed in this section also includes design calculations, detailing, fabrication of the steel casing pipe, installation of the carrier pipe, and placement of Low-Density Cellular Concrete (LDCC) as backfill material in the annular space between the steel carrier pipe and the steel casing pipe. The Contractor shall provide the Engineer a minimum of two (2) weeks advanced notice before the start of any trenchless installation methods. All trenchless operations shall be performed in the presence of the Engineer and/or Owner representatives unless otherwise allowed. The steel casing pipe shall be Permalok or welded steel pipe and designed as required herein. The carrier pipe shall be in accordance with Section 2503 Pipe Sewers, including governing reference standards, pipe manufacturer qualifications and experience, submittal requirements, jointing requirements and testing, PVC pipe design and materials, inspection and testing procedures, and pressure and leakage testing.
