Renovation of a municipal facility in Santa Fe Springs, California. Completed plans call for the renovation of a 5,100-square-foot municipal facility.

The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans and Specifications. The general items of work include complete removal of existing built-up ( approximately 5,100 square feet) roofing system and furnishing/installing of TREMCO (or approved equal) roofing system with appurtenances for the buildings at the Betty Wilson Center located at 11641 Florence Avenue. LOCATION OF WORK - 11641 Florence Avenue, Santa Fe Springs, CA 906070 Engineers Estimated Cost: $140,000 to $156,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Pre-Qualification for Bidders: Not Required License Type Required: B, C39 Project Duration: 35 Work Days Liquidated Damages: $2,000.00 Per Calendar Day Bid Bond Percentage: 100% The local prevailing wages, as determined by the State of California, Director of Industrial Relations pursuant to the provisions of Section 1773.2 of the Labor Code of the State of California are on file at the City Hall, City of Santa Fe Springs, 11710 Telegraph Road, Santa Fe Springs, California 90670, and are available for review by any interested party on request at City Hall. The Contractor for this work shall perform all the basic regulations, requirements and procedures pursuant to the Davis-Bacon Act and related prevailing wage statutes, including Title I of the State and Local Fiscal Assistance Act of 1972. All contractors and subcontractors must furnish electronic certified payroll directly to the Labor Commissioner (aka Division of Labor Standards Enforcement), and to the City of Santa Fe Springs Project Manager. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial relations pursuant to Labor Code section 1725.5. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Attention is directed to the provisions of Section 1777.5 (Chapter 1411, Statutes of 1968) of the Labor Code concerning the employment of apprentices by the Contractor or any such subcontractor. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, religion or handicap will also be required. The AGENCY will deduct retention from progress payments as specified in Section 9 of Part 1 - General Provisions, of the Special Provisions. The Contractor may substitute an escrow holder surety of equal value to the retention. The Contractor shall be the beneficial owner of the surety and shall receive any interest thereon. Substitution of securities for monies withheld to ensure performance of this contract will be permitted pursuant to Government Code Section 4590. In entering into a public works contract, or a subcontract, to supply goods, services, or materials pursuant to a public works contract, the Contractor, or subcontractor, offers and agrees to assign to the awarding body all rights, title and interest in, and to, all causes of action it may have under Section 4 of the Clayton Act (15 U.S.C. Section 15) or under the Cartwright Act (Chapter 2 [commencing with Section 16700] of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, services, or materials pursuant to the public works contract or the subcontract. This assignment shall be made and become effective at the time the awarding body tenders final payment to the Contractor, without further acknowledgment by the parties. Special attention is called to Page B-4 of the Instruction to Bidders regarding liability insurance requirements. The successful bidder will be held to strict compliance with those requirements. Contractors who cannot comply should not bid. The Department of Industrial Relations (DIR) State of California is currently in full implementation of Senate Bill 854 for new public works projects. The public works reforms (SB 854) were signed into law on June 20, 2014. The reforms made several significant changes to the administration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). SB 854 established a public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. The fees collected through the program established by SB 854 are used to fund DIRs public works activities. Contractors and Subcontractors must comply with DIR registration requirements as specified in Labor Code 1725.5, 1771.1(a), 1771.1, 1771.4.
