Demolition, site work and addition to a water / sewer project in Arcadia, Florida. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; and for site work for a water / sewer project.
GENERAL DeSoto County is seeking qualified Contractors to perform an expansion of treatment capacity and other auxiliary improvements to the existing DeSoto County Regional Wastewater Treatment Plant (DCR WWTP). The DCR WWTP is an extended aeration facility, located on a 160-acre County owned parcel on SE Highway 31, with a current permitted capacity of 0.950 million gallons per day (MGD) average daily flow. DeSoto County is proceeding with the first phase of the expansion to increase the DCR WWTP treatment and disposal capacity to 1.4 MGD. The adjacent 600-acre sprayfield site used for effluent disposal is presently leased by the County from a private landowner. Question Deadline 12/15/2025 Shall be addressed in writing. No inquiries, if received within seven (7) days of the date set for the opening of bids, will be given consideration The Base Scope includes the following proposed improvements: demolition work; site civil improvements include onsite stormwater structures, a storage pond, and earthwork; removal of two (2) existing static screens and installation of two (2) rotary drum screens at the existing headworks; a new flow splitting structure; a proposed extended-air package treatment plant with a center ring clarifier; a new standalone chlorine contact tank and sodium hypochlorite feed system; three (3) vertical turbine effluent disposal pumps; rehabilitation of the existing effluent disposal facilities including actuated isolation valves, replacement of water cannon sprayer heads, and a radio communication system; electrical and control improvements including duct banks and access manholes; and other improvements outlined in the Contract Plans and Specifications. MINIMUM QUALIFICATIONS Bidders must demonstrate experience with at least five (5) similar projects involving the rehabilitation of similar facilities within the last ten (10) years. Bidders must also provide references including, agency, contact name, role in the project, phone number and email address for the five (5) required past projects. Failure to provide this information is grounds for rejection of bid. Prime Contractors must possess a current State of Florida General Contractor's License. Bidder shall provide evident of all professional and occupational licenses held. Bidders shall also provide the names of proposed Sub-Contractors anticipated to be used for this project. CONTRACT TIME The Contractor shall be allowed five hundred fifty (550) Total Calendar Days for Substantial Completion and thirty (30) additional Calendar Days (580 Total Calendar Days) for Final Completion. Substantial Completion shall be defined as fully functional headworks and rotary drum screens, fully functional package plant and center ring clarifier, fully functional disinfection system with standalone chlorine contact tank and sodium hypochlorite dosing system, full rehabilitation of the effluent disposal spray field system, and completion of facility stormwater improvements. The completion and start-up of all process improvements shall result in a total plant treatment and disposal capacity of 1.4 MGD. The period between Substantial and Final Completion shall be reserved for only minor touch up items, resolving outstanding punch list items, final site restoration, surveyed as-builts, and demobilization. WORK HOURS Work hours shall be Monday through Friday on non-County Holidays from 7:30 am to 6:00 pm local time. Work outside of the hours may be permitted on a case by case basis as approved by the County and Engineer. Contractor must request work outside the normal hours at least days seven (7) calendars days in advance. Work on Sundays will not be allowed. The County will give the lowest qualified Bidder the opportunity to determine if viable options exist to meet the budget threshold without substantially reducing the scope of the project as designed and solicited. Any such discussions must remain consistent with all EPA grant requirements and may not alter the scope in a manner that would require the County to resolicit bids. The County reserves the right to engage in value engineering discussions with the lowest bidder prior to award of the ITB.
