Renovation of a multi-residential development in Salem, Massachusetts. Completed plans call for the renovation of a two-story above grade multi-residential development.
The Salem Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the Waterproofing & Brick Repointing at the Phillips House 705-4 Family Housing Development for the Salem Housing Authority in Salem, Massachusetts, in accordance with the documents prepared by Raymond T. Guertin, Architect. The Project consists of: Masonry restoration including selective interior and exterior repointing and masonry repairs, sealant replacement, and shingle roofing & flashing repairs. Related work includes new attic access, selective interior wall and ceiling repairs, and painting. Bids are subject to M.G.L. c.149 44A-J & to minimum wage rates as required by M.G.L. c.l49 26 to 27H inclusive. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of General Building Construction. General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Salem Housing Authority. General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation benchmark reserved for such enterprises shall not be less than 13% of the final contract price including accepted alternates. Request for waivers must be sent to DHCD (david.mcclave@mass.gov) 5 calendar days prior to the General Bid date. NO WAIVERS WILL BE GRANTED AFTER THE GENERAL BIDS ARE OPENED. **General Bid Date and time (01/11/2023 at 2:00 PM ET) The work is estimated to cost - 175,000.00 1. The Phillips House 689-01 Special Needs Housing at 86 Essex Street was originally constructed as a school in 1883. The building was renovated into housing in 1983, consisting of (12) 3-bedroom units, 4 units per floor plus an additional 1-bedroom unit/office on the third floor. The building is constructed of structural masonry walls consisting of brick and brownstone units located at the heads and sills of window openings and beltcourses. Two small 2-story wood-framed residential structures were also built on site at this time, these buildings are NOT part of this project. 2. Masonry Restoration work including but not limited to: a. Selective cleaning of masonry as shown on the drawings. b. Removal of all mortar joints, disrupted brick masonry, damaged brick masonry units, miscellaneous anchors and hanger, and other work as required. c. Repair/rebuild areas of brickwork where shown on the drawings. d. Repair/rebuild deteriorated brownstone where shown on the drawings, including surface repairs and partial depth reconstruction. e. Cleaning and repointing 100% of all existing interior brick and brownstone masonry throughout North Stairwell and Tower Attic as shown on the drawings. f. Selective repointing of existing exterior surfaces of the building as shown on the drawings. g. Fabrication and installation of new copper pan extensions at 11 Tower Louvers as shown on the drawings. h. Fabrication and installation of new stainless-steel counterflashing at Tower Attic floor/roof and wall transition as shown on the drawings. 3. Re-purpose existing third floor storage closet for new attic access closet for contractor's use during the project and LHA Maintenance, after the project. 4. Framing alterations as required and shown on the drawings at the existing attic floor for new ladder. 5. Supply and installation of new OSHA compliant fixed steel ladder at new attic access closet including stand-off brackets, fasteners, etc. 6. Weatherstripping and water damage repairs/replacement at North (Front) Entry Doors as shown on the drawings. 7. Shingle roofing and flashing repairs including replacement of damaged and missing asphalt roof shingles, vent pipe flashing, and miscellaneous flashing at gutters, eaves, etc. 8. Fabrication and installation of new baffles and rain deflectors where shown on the drawings. 9. Supply and installation of new turnouts, bends, and splash blocks at each downspout location as noted on the drawings. 10. Removal and replacement of existing perimeter sealants including but not limited to the following: a. Interior caulking at selected interior apartment units, new 3rd floor attic access closet, and North Stairwell. b. Deteriorating exterior sealants at North (Front) Entry Door & Transom. c. Deteriorating exterior sealants at South (Rear) Entry Door & Sidelights. d. Deteriorating exterior sealants at aluminum & glass window wall at North Elevation. e. Deteriorating exterior sealants at three (3) window heads at the West (Right-Side) and East (LeftSide) Elevations as shown on the drawings. f. Sealing all other joints indicated on the drawings. 11. Supply and install new gypsum wallboard at existing walls and ceilings in North Stairwell, New Attic Access Closet, and selected apartments as shown on the drawings. Patch and match all existing walls and ceilings within and adjacent to all wok areas. 12. Preparation and painting of new interior gypsum wallboard and trim as required at selected apartment units, North Stairwell, and Attic Access Closet shown on the drawings. 13. Touching up of existing walls and ceilings disturbed during the work. 14. Provide a temporary Sign during construction, refer to Specification Section 01.50.00, Temporary Facilities and Controls, paragraph 50.23 for specific requirements. 15. All work either shown on the drawings or included in the specifications unless specifically indicated as not to be done The participation goals for this project shall be 15.3% for minorities and 6.9% for women Bid Results Masonry Rersoration - Folan Waterproofing - $86400
