Site work and new construction of a municipal facility in Buffalo, New York. Conceptual plans call for the construction of a municipal facility.

The Erie County Industrial Development Agency (ECIDA) and the Buffalo and Erie County Industrial Land Development Corporation (ILDC) are seeking quotations from a select list of qualified environmental/engineering service firms to assist the agencies in due diligence efforts in connection with the purchase and redevelopment of brownfield and various property sites in Erie County. The ECIDA and the ILDC own several properties and buildings which may require various general environmental services on an as needed basis. The properties include several land parcels ranging in size from 10 acres to 240 acres, some of which are in the NYS Brownfield Cleanup Program. In order to support the ECIDA and the ILDC's land development efforts they are proposing to engage the services of an environmental/engineering service firm to provide the following scope of services. The services listed below shall be provided on an as needed basis and are meant to illustrate the type and breadth of services which may be required. Meet with ECIDA and ILDC staff to discuss and review available documents relating to the potential purchase and development of a property/building Participate in discussions with working committees and key stakeholders Create and discuss timeline for completion of environmental services Become familiar with ECIDA and ILDC policies and procedures that may impact the environmental concerns and liabilities related to a real estate transaction and development project Review appropriate DEC or other agency records that should be obtained and assist in obtaining all such applicable and relevant records to assist with undertaking appropriate environmental due diligence. Review all applicable reports, easements, SMPs, programs (BCP) records applicable to subject properties and or buildings. Review available mapping and documentation of active utilities including sewers, lift stations, water, gas, drainage systems, etc. and document their function, location of connection to public systems if applicable Conduct site review to perform visual inspection to become familiar with existing site conditions and identify areas of environmental concerns Preparation of Phase 1 environmental reviews Assist ECIDA and ILDC in risk assessment and cost analysis with respect to potential options for future development including: o Acquisition of site and buildings Assist in developing options and cost estimates for remediation if required Implementing a BCP remedy, and any other related risk assessment related thereto. Identify any on-going operating costs and activities associated with environmental requirements Provide the ECIDA with technical assistance (cost estimates, scope of work, etc.) necessary for the preparation of grant proposals for site redevelopment. o Assist in developing options for remediation and/or to remediate and market various sites o Assist the ECIDA in required SEQRA processes and compliance for acquisition and remediation activities Provide general consulting and assistance with respect to issues related to site and building purchase. Preparation of Site Management Periodic Review Reports associated with BCP parcels The Consultant contract will be for services to be paid on an hourly rate bases for a three-year period, on an as needed basis. Quotations should include hourly rates for personnel generally identified for services which may be required. Reimbursable expenses and estimates will be identified and provided at the time of each unique service engagement. Questions may be directed to Talia Johnson- Huff at (716)362-8388. Responses shall also include: Experience of firm in providing similar services. Listing of specific personnel, backgrounds, credentials and relevant experience. Hourly billing rates for key personnel. Any information and reports created as a result of this engagement would be considered the confidential property of the ECIDA or ILDC. Information regarding the ECIDA or ILDC's due diligence and or interest in acquisition of a property or building is to remain confidential. The method of contractor selection has not been determined at this time.
