The Metropolitan Transportation Commission (MTC) seeks to hire a Consultant to develop a five-year Strategic Plan for the Bay Trail Program. This document will be a significant update of the 2019-2023 Strategic Plan. The purpose of the Bay Trail Strategic Plan Project is to: o Identify goals for the Bay Trail, and key strategies/objectives to define a five-year strategic roadmap going forward. o Identify specific, measurable, achievable, relevant, and time-bound actions to make progress toward the goals/strategies. o Identify and implement a strategy for tracking and reporting out on progress throughout the five-year term. Consultant will perform a best practice review to determine the optimal structure for the Strategic Plan and preferred strategy for tracking and reporting progress. Consultant will prepare a draft mission, vision, values, and goals. These draft Plan elements will be reviewed by MTC staff and project stakeholders through a series of interviews and/or listening sessions. Consultant will incorporate feedback into a final version of these Plan elements and develop strategies, objectives, and/or actions to accomplish the stated goals. Consultant will produce a public-facing, Section 508-compliant accessible PDF Plan document. Consultant will develop a process for tracking and reporting on progress.
