Improvements Questions relating to this solicitation shall be emailed to Jack Wu at bfspurchasing@honolulu.gov Phase 1 estimate: $260,000,000.00 Phase 2 estimate: $112,000,000.00 Phase 3 estimate: $28,000,000.00 It is our understanding that the overall Honouliuli Wastewater Treatment Plant (HLIWWTP) Secondary Treatment project consists of upgrading and expanding the existing treatment facility to accommodate the need for secondary treatment at HLIWWTP in Ewa, on the Island of Oahu, Hawaii. The entire project is proposed to be constructed in several independent phases including, but not limited to, Phase 1 A, Phase IB, Phase 1C, Phase ID, Upgrade Phase 2, and Biogas. Phase 1 A, Phase IB, and Upgrade Phase 2 have been completed or are under construction. An updated phasing plan ofthe entire project was provided by R.M. Towill Corporation (RMTC) on March 4, 2022, and is shown on the RMTC Proposed Phasing Plan (Figure 1)
