Main Wastewater Treatment Plant Dechlorination Facility Improvements Phase 3 Following the overview presentation, the District will release any presented materials (such as PDFs of slides) on the project website. Prospective bidders interested in attending the optional virtual pre-bid meeting and/or jobsite tour shall email Jamie Sweet (jamie.sweet@ebmud.com) no later than Tuesday, January 3, 2023, with the following information: Attendee names, emails, and phone numbers; Company/contractor name; Indicate if interested in prime contractor or subcontractor. The link provided to the virtual pre-bid meeting shall only be used by confirmed attendees and shall not be shared without the district's authorization. Indicate if interested in prime contractor or subcontractor. Registered bid walk attendees (Attendees) shall assemble at the MWWTP Security Kiosk at 2020 Wake Ave. in Oakland, CA and drive to the job site together. Attendees are required to wear face coverings during the pre-bid jobsite inspection tour. Attendees must follow Alameda County-wide health guidelines, including covering coughs and sneezes, regular hand washing, and social distancing. The District may limit the occupancy of indoor spaces in order to maintain social distancing. Attendees will be dismissed if they are sick or are not following health guidelines. No photography by the pre-bid jobsite inspection tour attendees will be allowed. The District will take photographs, as requested by Attendees, restricted to the work zone. The District will release photographs to Attendees after the bid walk, pending review by District. All Attendees are required to have a photo ID and sign a confidentiality agreement not to share, sell, or publish photos. The Prime Contractor and its subcontractors are strongly encouraged to attend the jobsite inspection where a "sign-in" sheet will be provided. Requirements of the District's Contract Equity Program including the Local Hire component will be discussed and explained at the jobsite inspection. Estimated Cost: $1,600,000 to $2,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Work includes the following: (1) replacing tanks, piping, valves, appurtenances, (2) installing new HVAC system, (3) structural modifications to move a sump, install a new door and wall, close an existing door, and replace skylights and fans, (4) replace fencing, (5), new sump and piping, (6) new area lighting, (7) procuring all materials and supplies as needed to complete the work, and (8) other work as shown in the drawings and specifications Estimated cost of this work is between $1.6M and $2.5M. All work covered by the contract shall be completed within two hundred and forty (240) calendar days after the issuance of the Notice to Proceed. The contractor/subcontractor performing the electrical work for this contract is required to be a District pre-qualified electrical subcontractor. See Instructions to Bidders Article 6 for more information. A bidder's bond for not less than 10% of the total bid dollar amount is required. Performance and payment bonds for not less than 100% of the contract price are required. As provided in Section 22300 of the Public Contract Code of the State of California, the Contractor may substitute securities for monies withheld by the District to ensure performance of the work. In accordance with Public Contract Code Section 3400, the District has established a procedure which permits bidders to have their proposed unlisted "or equal" product or service submittals evaluated prior to the project bid opening. See Instructions to Bidders, Document 00 21 13, Article 3 - "Submittals Prior To Opening Bid." This procedure does not apply where products or services have been limited by specific designation per Public Contract Code Section 3400 (c). The intent of the prequalification process is not for bidders to submit all of their proposed "or equal" products, but only those that would, if rejected, affect the bidder's bid amount. All Contractors bidding on a public works project and all Subcontractors of any tier shall be registered with the State DIR pursuant to Section 1725.5 of the Labor Code.
