The Project consists of constructing a segment of 24-inch ductile iron and 26-inch HDPE recycled water piping between the Citys Wastewater Treatment Plant and the River Oaks neighborhood using horizontal directional drilling under the Salinas River and open cut construction. Bid security shall be furnished in accordance with Document 00200 - Instructions to Bidders. Any addenda issued before the time in which to submit Bids expires shall form a part of the Contract Documents and shall be covered in the Bid. Bidders shall acknowledge and confirm receipt of any and all Addenda in their Bid proposal. Contractor must provide proof of registration with the California Department of Industrial Relations (DIR) in the form of a PDF extract from DIR Public Works Registration website. Pursuant to California SB854, Contractor and subcontractor must submit certified payroll records (CPRs) to the Labor Commissioner. Qualification of Bidders will be determined by the application of a pre-established pass/fail rating system based on information required to be submitted by prospective Bidders. Due to the specialized nature of the construction, the experience and qualifications of Bidders will be evaluated by the Owner during Bid evaluation. Only those Bids submitted by Bidders determined by the Owner to be qualified will be considered. Bids received from Bidders who are not qualified will be returned. Pursuant to Section 1770 et. seq., California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. A copy of such prevailing rate is on file at the Owner's offices and will be made available for examination during business hours to any party on request. The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations.
