Site work, paving and outdoor lighting for a civil project in Bellevue, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; for outdoor lighting for a road / highway; and water / sewer project.

The City of Bellevue Transportation Department (City) solicits interest from consulting firms with expertise in civil, structural, and environmental engineering design. This agreement is anticipated to begin in December 2024 and will be for approximately 18 months in duration with the option for the City to extend it for additional time and money if necessary. Project Description The work to be performed by the Consultant consists of performing an alternatives analysis for new and upgraded bicycle facilities along SE 8th Street from 112th Avenue SE to Lake Hills Connector and preparing 30%, 60%, 90%, and 100% design plans, specifications, and estimates (PS&E) for improvements on SE 8th Street between 112th Avenue SE and Lake Hills Connector and on 114th Avenue SE between SE 6th Street and SE 8th Street. This project is partially located within WSDOT jurisdiction and will be subject to WSDOT permitting and design documentation requirements. The major features of the project include: o A new southbound left turn lane on 114th Avenue SE approaching SE 8th St. o A new 12' wide multipurpose path with 2' shoulders on the west side of 114th Avenue SE between SE 6th Street and SE 8th Street. o New and upgraded bicycle facilities within the project limits. o Pavement resurfacing within the project limits. o Other improvements and work associated with the improvements include, but are not limited to, site preparation, erosion and sediment control, storm drainage system, flow control and water quality facilities, environmentally sensitive area impact mitigation, franchise utilities relocation, irrigation, landscaping, channelization, retaining walls, illumination, traffic signal systems, intelligent transportation systems, signing, traffic control, and other mitigation as required. Exhibit 1 shows a conceptual potential layout of the new left turn lane and multipurpose path. See Attachment "A" and Exhibit 1 of the full RFQ document available on the Shared Procurement Portal for more detailed Scope of Work information. The City reserves the right to retain the services of the successful firm(s) for any subsequent phases [right of way (R/W), construction (CN)] associated with this project. Technical Requirements It is anticipated that the Consultant project team will have expertise in the following areas: o Conceptual-level analysis of bicycle improvements. o Conceptual-level cost estimating. o Preparation of Environmental Documentation (ESA and NEPA/SEPA) including all required discipline reports, investigations, and consultations. o Arterial roadway and intersection designs. o Preparation of plans, specifications, and cost estimate packages. o Natural Drainage Practices, storm water, detention, water quality, water line, and sewer line designs. o Geotechnical and environmental engineering, and permitting. o Urban design, landscaping and irrigation design. o Traffic modeling, signal, lighting, and ITS engineering. o Familiarity with WSDOT LAG Manual, Standard Specifications, Design Manual, and other applicable publications. o State and federal grant requirements. o Local, State and Federal environmental requirements. o Experience with public outreach. Qualifications] The selected Consultant team is required to have the following qualifications. Qualifications must be addressed in submittal requirements. o Consultant Project Manager must possess a Professional Engineer license in the State of Washington, and verifiable experience successfully delivering projects similar in magnitude and complexity. o Experience with both planning and PS&E delivery. o Ability to provide high quality deliverables, meet required deadlines, and adhere to project budget. o Knowledge and expertise in project control including Earned Value reporting. o Expertise and experience in the requested specialty services for these projects, as listed in Attachment "A" - Scope of Work of the full RFQ document. o Expertise and experience in federal, state, and local environmental documentation and permitting processes including ESA and NEPA/SEPA. o Solid knowledge of City of Bellevue, WSDOT, FHWA, and other applicable design standards.
