To establish a holistic new plan for the long-range development and management of BlodgettOpen Space, the City of Colorado Springs Parks, Recreation and Cultural Services Department(PR&CS)is seeking a consulting firm or team to provide planning, design, and environmental consulting servicesto facilitate and complete an Open Space Master Plan and a Maintenance Management Plan (Management Plan). The combination of these plans will guide efforts to develop improvements and appropriately manage the open space over the next 10 to 15 yearsto meet todays and tomorrows demands for the Colorado Springs Community and Pikes Peak Region. The final Master Plan will provide recommendations and design guideline to develop and maintain the Blodgett Open Space. The project planning scope will incorporate public access, trail system planning, cultural and natural resources preservation, wildlife habitat planning, and regional trail connectivity opportunities. The scope of this project will include but will not be limited to community survey, documenting and assessing existing conditions, goal and value setting, planning and performing outreach - to include community engagement opportunities, master plan, and final recommendations on creative and functional new open space infrastructure (trails and trailheads), natural resources preservations, enhancement and water quality, habitat protection areas, sustainability and maintenance initiatives. The selectedconsultantteamwill develop, lead, and facilitate the outreach process along-side City staff. This should include but is not limited to: key stakeholderidentification and engagement; facilitate community meetings and community engagement activities; and present master plan documents to the TOPS Working Committee and the Parks, Recreation & Cultural Services Advisory Board. Staff seeks fresh ideas, value added where possible, and to deploy new and existing technology within the process.
