The Smart Railroad Crossing Monitor is a project for the identification and testing of solutions that support the collection of live video feeds and analytical data at critical crossings that impact emergency response, general city services, and mobility. The objectives of this project are to implement a cause-and-effect methodology for blocked crossing events, establish a threshold for alerting Houston Emergency Services and recommend data-sharing mechanisms to improve city workflow. This project has deployed over a dozen monitoring devices and other related equipment, creating a complex and dynamic system infrastructure. A sustainment design that "maps out" installation and system architecture is recommended. The deployed monitoring kits vary in design and previous and future installation services consisting of "as built" documentation will ensure functionality, and sustainment reducing the cost of maintenance and upkeep as the system grows. The next phase of the installation process should have an additional scope of work that provides technical documentation on what has been deployed and is being deployed, the type of data transport, and how the system will integrate into city workflow. As part of an additional installation request, the current service contractor is being asked to provide the following additional services: Equipment Installation - provide servicesthat include equipment built, testing, and installation of up to 10 railroad crossing monitors Installation Dynamics - provide the following plans and processes for sustainment and network integration: o Technical documentation on the network design of what has been deployed and is being deployed o "As Build" Drawings to support maintenance and troubleshooting operations o Project plans to support network scalability o Develop a product standard and communication workflow based on the current installation to ensure proper connection and functional requirements The method of Contractor Selection has not been Determined at this time
