The purpose of this Request for Proposal (RFP) is to solicit proposals from professional engineering firms (hereinafter called Consultants) for a preliminary engineering study (basis of design) of odor and corrosion within the Clinton Oakland Sewage Disposal System (COSDS). A juried selection process will be utilized to establish a final award for this project. Each proposal will be evaluated in accordance with the criteria described below. Scoring will be based on the Consultants understanding of the project including local knowledge, scope of services, schedule, personnel assigned to the project and related project experience. Engineers fees are required to be submitted in a separate sealed envelope with their proposal but will not be used in the selection criteria. Only the highest-ranked firms Fee Proposal will be opened, and the Owner will enter negotiations with that firm when the final scope of work is formalized.
