Addendum 1, 2, and 3 are currently available for this project. The City of Longmont (City) issues this Request for Proposal (RFP) to obtain proposals and award a contract for design and construction of two neighborhood parks. The City desires to contract with a design/build (D/B) team that will provide full design/construction services for the development of both the Fox Meadows Neighborhood Park site and the Clover Meadows Park site. Although the parks are located in neighborhoods, they are intended for the enjoyment of all 100,000 residents of Longmont. This is a Best Value Approach (BVA) proposal. Proposers are expected to meet or exceed the minimum requirements in the City's Scope of Work Overview as specified below. This BVA RFP should be seen as a unique procurement method. The City will present training to understand and properly apply this BVA method in the Pre-Proposal Conference as specified on the Schedule of Events. The Pre-Proposal presentation materials will be available to all interested proposers the same day. The City desires to contract with a design/build (D/B) team that will provide full design/construction services for the development of both the Fox Meadows Neighborhood Park site and the Clover Meadows Park site. Although the parks are located in neighborhoods, they are intended for the enjoyment of all 100,000 residents of Longmont. o Fox Meadows Neighborhood Park: o The design process for this site must include an inclusive public process to engage the Longmont community to determine park needs and desires. The D/B team will respond based on the D/B team's recommended process to gain input from the public on what will be included in the park and within the budget. A publicly approved master plan produced through the public process will be presented to the Parks and Recreation Advisory Board (PRAB) and City Council for approval. o Full design of the park based on the approved master plan, including: The "Fox Meadows" park name is a working name. The official park name will be determined through a public process based on Section 13.20.030 of the Longmont Municipal Code (LMC). The coordination, design and construction of a raw water transmission line between the existing pond west of the site in the Fox Hills Country Club (FHCC). A previous agreement was completed between the FHCC, the St Vrain Valley School District (SVVSD) and the City to allow for the diversion of raw water from this source. Design and construction of a pump station at that location to irrigate the park parcel and the adjacent SVVSD parcel will be competed with this project work. The FHCC and the SVVSD are aware of the participation. The plan must include the extension of the raw water transmission line from the FHCC to the park and SVVSD parcels through two exiting Fox Meadows neighborhood outlots. There is an existing blanket utility, access and drainage easement on the outlots. Evaluation and coordination of the impacts of the park construction on the detention pond capacity of the park location, as the majority of the park is included in a detention pond designed with the Fox Meadows subdivision. All construction drawings, specifications and details related to the construction of the park. Completion of construction of the park to meet City Standards and mutually agreed upon project plans and specifications.
