AGENCY: National Park Service 2. NAICS: 236220 - Commercial and Institutional Building Construction 3. PSC: Z2QA - Repair or Alteration of Restoration of Real Property (public or Private) 4. PLACE OF PERFORMANCE: Independence National Historical Park Philadelphia, PA 5. ACQUISITION INFORMATION: NPS anticipates soliciting and awarding one construction contract to be procured in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and FAR Part 36, Construction and Architect-Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. 6. PROJECT DESCRIPTION: National Park Service is seeking interested firms capable of executing a construction contract to Replace the Wood Shingle Roofs and Miscellaneous Exterior Repairs of historic structures. The project magnitude is estimated to be between $1,000,000 and $5,000,000. This project will replace existing deteriorated cedar shingle roofs on four interconnected row house roofs. The scope includes replacement of roofing and cheek wall siding on dormers. New built-in gutters will be installed. Rain leaders will be tested and cleared if necessary to ensure proper drainage. The scope includes rear service wing roofs at 309 and 313-315. One false chimney at the 311-313 service wing is leaning and will be replaced. A missing shed roof over the 309 basement stairs will be replaced. Eroded mortar joints will be raked and repointed to match existing tooling. Exterior woodwork at roof level will be repainted to match the existing paint color. At the interior of Bishop White House, interior plaster and finishes will be repaired. Includes but not limited to the following: tear off existing roof and installation of new wood shingle roof, carpentry repairs, window repair, glazing, painting, plaster repair, masonry repairs, flashing, and move/store of museum collection. 7. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the National Park Service in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5-page limitation): Capability Statements should include: - Firm's name, address, point of contact, phone number, e-mail address, and CAGE Code and Unique Entity ID number in SAM - Firm's interest in proposing on the solicitation when issued - Firm's experience in maintenance and repair of petroleum fuel storage and distribution facilities. - Provide experience as a Prime Contractor for the U.S. Government. If no experience, provide work as a Subcontractor for the U.S. Government. - Firm's Joint Venture information or Teaming Arrangements (if applicable) 9. RESPONSES DUE: All interested contractors should submit responses via email by 10:00 AM Eastern Time (ET) on 22 December 2022. Submit responses and information to wendy_deleon@nps.gov.
