Site work and new construction of a civil project in Fairfield, Iowa. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The City of Fairfield, Iowa (Owner) is requesting Bids for the construction of the following Project: STEP 3 Improvements 2022, Bid Package #1 - Lift Station The Project is located at 2225 Kale Boulevard, Fairfield, IA 52556 and includes the following Work: Furnishing all labor, equipment, and materials for the construction of the STEP 3 Improvements 2022, Bid Package #1 - Lift Station project, which consists of 1. Construction of a cast-in-place concrete sanitary sewer lift station, including submersible pumps, automatic bar screen, mechanical washer compactor, and process piping; 2. Construction of a precast concrete lift station building and associated electrical and mechanical equipment and components; 3. Installation of a standby generator and associated electrical controls; 4. Installation of approximately 340 linear feet of new 36" diameter sanitary sewer, sanitary sewer manholes, and related appurtenances; 5. Installation of approximately 33 linear feet of new 18" diameter sanitary sewer, sanitary sewer manholes, and related appurtenances; 6. Installation of approximately 125 linear feet of new 24" diameter sanitary force main, and related appurtenances; 7. Installation of approximately 65 linear feet of new 12" diameter sanitary force main, and related appurtenances; 8. Replacement of approximately 60 linear feet of 14" diameter sanitary force main, and related appurtenances; 9. Demolition of existing lift station, as shown on Drawings. 10. All other work as required by the contract documents. The bids will be considered by the City Council during their meeting beginning at 7:00 p.m. on January 23, 2023, in the Council Chambers at City Hall All bids must be filed in the office of the City Clerk before the time herein set, on forms furnished by the Owner, and must be enclosed in a separate sealed envelope and plainly identified. Each bid shall be accompanied by bid security as defined in Iowa Code Section 26.8, and as specified in the Bidding Documents, as security that if awarded a contract, the bidder will enter into a contract at the prices bid and furnish the required performance and payment bonds and Certificate of Insurance. Each successful Bidder will be required to furnish Performance and Payment Bonds acceptable to the Owner on forms provided in the specifications in amounts equal to one hundred percent (100%) of the contract price. Work on the improvement shall commence within 30 days after the Effective Date of the Contract, or on the day indicated in the Notice to Proceed. The Notice to Proceed will be issued upon approval of the contract and bonds by the City Council and be completed as stated below. The work shall be substantially completed on or before September 1, 2024, and the work shall be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before December 1, 2024. Failure to meet either the Substantial Completion date or Final Completion date will result in liquidated damages of $1,500.00 per calendar day. The Owner hereby reserves the right to reject any or all bids, to waive informalities and irregularities, and to enter into such contract or contracts as it shall deem to be in the best interest of the City. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
