The Town of Beaumont, MS, is seeking the services of qualified engineering firms or individuals to provide engineering and related services pertaining to the American Rescue Plan Act (ARPA) Program. It is anticipated that the ARPA funds available to the Town will mainly be used for water, sewer, or storm drainage infrastructure needs as allowed under the ARPA legislation. The selected engineer will provide engineering services in support of the project and/or projects through the project(s) closeout and do so in accordance with federal, state, and local laws and regulations. The Engineer's scope of services includes an analysis of the Town's needs, preparation of cost estimates and preliminary design documents, surveying, maps, plats, preparation of final plans and specifications, bidding, preparation of certified bid tabulation and recommendation of award, on-site construction observation, field-survey verification, review and recommendation of payment by Town, as-built drawings, project administration, final inspection, and submittal of project close-out documents. Selection of an engineer will be based upon the criteria shown in this notice and no price or cost information should be included. Five (5) bound SOQs should be included in a sealed envelope and the outside of the envelope shall be plainly titled "STATEMENT OF QUALIFICATIONS FOR ARPA ENGINEERING SERVICES - TOWN OF BEAUMONT, MS." Submissions should contain sufficient information reflecting the engineer's experience and qualifications based on the following 100-point evaluation criteria: o Experience of the firm with water, wastewater and storm drainage projects - 40 points o Experience of the firm with federally/state funded projects (CDBG, SRF, USACE, etc.) - 30 points o Qualifications of the staff available for assignment to the projects - 30 points The Town of Beaumont is an Equal Opportunity Employer and encourages Minority-Owned and Women-Owned Business Enterprises to submit SOQs. The committee may hold SOQs for a period not to exceed thirty (30) days for the purpose of reviewing the content and investigating the qualifications of the firms and assigned individuals. The Town will award a contract to the qualified individual or firm whose SOQ has the highest number of cumulative points issued by the committee and determined to be the most advantageous to the Town, price and other factors considered.
