The City of Dover, New Hampshire is requesting pricing and availability of a qualified vendor to provide traffic signals services. The City has signalized traffic control intersections and/or devices that have occasional need for professional repair/maintenance services due to various malfunctions of one type or another. More often than not, repairs are required due to damage incurred as the result of a motor vehicle crash of some type. Due to the nature and function of the equipment needing repairs, timely responsiveness and corrective action are critical to alleviate potential vehicle traffic jams and to insure for safe vehicular and/or pedestrian flow. Services are mostly of an as needed nature but there are occasions when scheduled work will be requested. The City of Dover seeks qualified vendors for a possible multi-year agreement, contingent upon funding availability and vendor performance, to provide traffic signal maintenance and emergency response for thirty-one (31) signalized intersections, nine (9) school zone speed limit warning alerts, nine (9) pedestrian crossing beacons, three (3) solar speed limit signs, and other related appurtenances. A purchase order will be issued for the first year starting 1/1/2023 with the option to renew for three additional one-year terms subject to annual review. Interested qualified vendors shall provide the necessary time, material (unless otherwise supplied), and labor for the repair and maintenance to complete work as specified or directed by the City. Interested qualified vendors shall also maintain 24-hour available emergency response for the entirety of the contract with a response time of no greater than two (2) hours from point of notification. Emergency hours are considered to be after work hours; prior to 7:00 am and after 3:30 pm on Monday through Friday, all day Saturday and Sunday, and all City holidays. The City is also requesting price information for select improvements to the signalized intersections. Improvements may include the supply and installation of GRIDSMART video detection systems, McCain traffic controllers, and Alpha Technologies Uninterruptible Power Supply (UPS). Invoicing must reflect time on-site only and not include travel time unless otherwise specified. In addition, the percentage mark-up over vendor cost for materials used must be identified. Vendor selected must be aware of their safety and traffic control responsibilities and demonstrate same by safe and expeditious vehicular traffic movement. Should Flaggers or Traffic Police be needed, this will be worked out with City prior to job commencing. Describe in narrative form the vendors approach and technical plan for accomplishing the work listed herein. Submit a schedule for completing the scope of work outlining the anticipated time frames and durations for the various services specified in the project approach.
