The Town of Boone (herein after, "Town") is requesting proposals from consultants to conduct a comprehensive review and recommend updates to our current water and sewer rate and fee structures, including an update of the system development fee analysis as required by General Statute 162A-209 paragraph (c) with methodology further outlined within NCGS 162A-201 through 162A-215.This will include evaluating the current rate and fee structures, comparing it to benchmarks in the industry and recommending alternative rate and fee structures. The overarching goal of the study is to adequately fund water and sewer operations, capital improvements costs, and bond debt while at the same time keeping rates comparable to industry averages/standards. Only qualified firms with significant experience in utility rate studies and economics shall be considered. There will be an initial meeting to include all relevant participants. The purpose of the meeting will be to discuss the goals and schedule of the project. The consultant will provide a detailed schedule of the project with major milestones identified.The consultant shall analyze the performance of the Town's current rate and fee structure and compare it to other NC utilities with a similar customer base. The current rate and fee structure should be assessed for sustainability and ability to generate the necessary revenue. The consultant shall review and analyze the Town's budgeted maintenance and operation expenses and cost components. o The consultant shall take into account current and future costs, projected demands for various customer classes (residential, commercial, etc.), availability of supply, funding requirements for all current long-term liabilities and debt obligations, and age and condition of systems (based on the Town's capital improvement plan).
