The projects to be considered for consulting services includes but is not limited to: Taxiway rehabilitation extension and improvements; Apron repair and rehabilitation; Airport storm water drainage improvements and rehabilitation; Airport security and fencing; Runway 9-27 rehabilitation Any contract awarded as a result of this solicitation will be contingent on funding, in part, by the United States Department of Transportation, Federal Aviation Administration (FAA), Arkansas Department of Aeronautics and/or other state and federal agencies. A qualification based selection process conforming to FAA Advisory Circular 150/5100-14d will be utilized to select the most qualified firm. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Statements submitted by the established deadline shall be evaluated based upon the following criteria: 1.) Recent and similar experience preparing FAA grant applications and construction documents for projects funded by the FAA and AR Department of Aeronautics; 2.) Qualifications of Personnel and Capability to Perform; 3.) Experience and familiarity with FAA and AR Department of Aeronautics procedures for AIP and non AIP funded airport improvement projects; 4.) Familiarity with the airport and interest shown It is the policy of the Helena-West Helena Airport Commission that Disadvantaged Business Enterprise (DBEs) shall have opportunity to participate in the performance of the contracts financed in whole or in part with federal funds. All firms providing professional services for the Helena-West Helena Airport Commission shall take all necessary and reasonable steps in accordance with 49 CFR Part 26, to insure the DBEs have the maximum opportunity to compete for and perform contracts without discrimination on the basis of age, race, creed, color, national origin, handicap, or sex.
