To procure the services of a qualified Contractor to perform roadway restoration work at various locations within the City. Work includes, but is not limited to mobilization, excavation, embankment, replacement of road materials, compaction, culvert replacement (if needed), sidewalk, curb and gutter, sod stabilization, and maintenance of traffic as specified in this Invitation to Bid. In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week. The non-Federal entity must place a copy of the current prevailing wage determination issued by the Department of Labor in each solicitation. The decision to award a contract or subcontract must be conditioned upon the acceptance of the wage determination. The non-Federal entity must report all suspected or reported violations to the Federal awarding agency. The City reserves the right to waive minor defects, variations to specifications, informalities, irregularities, and technicalities in any Bids, to reject any and all Bids in whole or in part, with or without cause, and/or to accept Bids that in its judgment will be for the best interest of the City. The City also reserves the right to separately accept or reject any item or items of a bid and to award and/or negotiate a contract in the best interest of the City. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the indicated sum.
