The Project generally consists of constructing an improved wastewater treatment headworks facility. Components of the new headworks facility include: three (3) mechanical screens with channels and a screenings washer press, two (2) grit classifier units, two (2) grit vortex units, slide gates, and downward opening weir gates, stair supports, structural supported aluminum grate platforms, handrails, and yard piping. Also, demolition of one (1) grit chamber and washer facility, one (1) screen structure facility. The owner has directly procured pipe, mechanical screens, washers, grit removal equipment, valves, and other appurtenances that will be installed by the Contractor. Under slab headworks piping is readily available on site for installation. The owner will self-perform electrical and instrumentation scope of work. The project is located at 401 Grant Lane, Paragould, Arkansas, 72450. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidders date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The Owner reserves the right to waive any informalities in the bidding and to reject any or all bids. Each Bidder must include a security with his bid. Bid security shall be furnished in accordance with the Instructions to Bidders. No bidder may withdraw his bid within 60 calendar days after the actual date of the opening thereof. Bidders must be licensed contractors qualified for business in the State of Arkansas before submitting a bid on this work. The work included in this Contract consists of the furnishing of all tools, labor, equipment, materials, and supplies necessary to fully construct and complete the project to the satisfaction of the Engineer and Owner, together with all incidental and ancillary work, as shown on the Drawings and as required. The Work is to be complete and inclusive of any material disposal, offloading, field assembly, storage of equipment, field painting, equipment, installation services, piping and fittings, valves, supports, excavation, trenching, bedding material, backfill material, concrete, connection to existing lines(s), electrical, mechanical, plumbing, inspections, acceptance testing and start-up, training, trench safety, and site restoration, as shown on the Drawings and as specified. Contractor shall install equipment in accordance with equipment Manufacturer's instructions. The Work will be substantially completed within 365 days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 395 days after the date when the Contract Times commence to run.
