The Project consists of a new wastewater lift station, abandonment of an existing lift station, approximately 7,000 linear feet of 16 force main, and approximately 600 linear feet of gravity sewer. Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Bidders are required to complete Document 00 45 13, Qualification Statement. Prequalification of Bidders is required. Due to the specialized nature of the construction, the experience and qualifications of Bidders will be evaluated by the OWNER prior to the opening of Bids. Only those Bids submitted by Bidders determined by the OWNER to be qualified will be considered. Such bid guarantee shall be made payable to CITY OF ELKINS. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The CITY OF ELKINS reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the CITY OF ELKINS, and to reject nonconforming, nonresponsive, or conditional bids.
