Scope of Work: The Bessemer CDBG Resurfacing project along parts of 7th Street N, 18th Avenue, 24th Street N, 7th Avenue N, 6th Avenue N, and Willbowbrook Drive neighborhood consists of the installation of approximately 4,425 tons of bituminous wearing surface overlay (150 165 lbs./sq yd thickness) on 6 city street locations. Project includes select partial milling, patching, and leveling of existing pavement as directed by the Engineer, adjustment of underground utility riser tops as needed, installation of traffic striping, markings/legends, pavement markers, and associated traffic control/erosion control. Project also includes replacement of approximately 151 square yards of existing sidewalk and curb ramps to meet current ADA standards for accessible design The owner reserves the right to waive any informalities or to reject any and all bids. A cashier's check or bid bond payable to City of Bessemer in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal along with a notarized Non-Collusion Affidavit. A One Hundred Percent (100%) Performance Bond and a One Hundred Percent (100%) Payment Bond and evidence of insurance required in the bid documents will be required at the signing of the Contract. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This work falls under the Davis-Bacon Act, as amended (40 U.S.C.276a to a-7) and that contractor shall supply the Community Development Program with certified payroll documentation. The Davis-Bacon and Related Acts will apply to contractors and subcontractors performing construction, alteration, or repair with federally funded or assisted contracts $2,000 or more. Under this Act, contractors shall be required to pay Wages specified in a wage determination made by the Secretary of Labor. In addition, contractors shall be required to pay wages not less than once a week.
