Demolition, site work and asbestos abatement for a medical facility in Romney, West Virginia. Completed plans call for the demolition of a medical facility; for site work for a medical facility; and for asbestos abatement for a medical facility.

The Project includes the following Work: Careful removal of established date masonry brick, demolition of the building structure, components and footing, material sorted/recycled or disposed of according to WV state regulations, by the demolition contractor, per the Architectural Plan Set for the Hampshire Memorial Hospital project No W. Va. - 52 at the County Court of Hampshire County, Romney West Virginia, By L. D. Schmidt & Son Architects, Fairmont WV, Approved by HC on February 18, 1859. Additionally, the fill placement at the footing trench, and Brownfield soil remediation as identified on the Targeted Brownfield Assessment (TBA) Report for the Former Hampshire Memorial Hospital Site completed by Weston Solutions, Inc., in June 2018. Attention is directed to the fact that the proposed project is to be undertaken with Federal and State funds and all work will be performed in accordance with the regulation issued by those agencies and the State of West Virginia. The project is required to comply with Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Title 29 CFR Sections 1, 3, and 5 of the Housing and Community Development (HCD) Act of 1974, Title VI of the Civil Rights Act of 1964, Executive Order 11246, Title 40 CFR Part 33, Participation By Disadvantaged Business Enterprises (DBE) In United States Environmental Protection Agency Programs, Title 45 CFR Part 75, Internal Controls, Conflict of Interest Statement and Access to records provisions, Part 3141- 3145 of the U.S. Department of Labor U.S.C. Title 40, Regulations Governing Contractors and Subcontractors, Executive Order 14026, Davis-Bacon Act (DBA), and all other requirements as related to federally funded projects. The Authority will afford full opportunity for minority/disadvantaged business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award. Bids are requested for the following Contract: Former Hampshire Memorial Hospital Demolition & Brownfield Abatement Project # 20CDBG0007 The Work will be substantially completed within 60 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 90 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000.00 per day. The Issuing Office for the Bidding Documents is: The Thrasher Group, Inc. 600 White Oaks Blvd Bridgeport, WV 26330 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying the amount of each set listed below. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office's receipt of payment, printed Bidding Documents or electronic documents will be transmitted to the prospective Bidder. The shipping charge amount will depend on the shipping method requested. A two-envelope system will be used. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract - Former Hampshire Memorial Hospital Demolition & Brownfield Abatement Project #20CDBG0007 Received by the Hampshire County Commission Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first, and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened, and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Hampshire County Commission in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21- 1D-5. All Bidders are required to have a West Virginia Contractor's License per Section 30-42-12 of the West Virginia Code. Bidders are advised that the Contract awarded under this Advertisement for Bids is to be funded (entirely/or in part) by a grant from the United States Department of Housing and Urban Development (HUD). Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This Demolition project is to be financed in part by a grant from the U.S. Department of Housing and Urban Development (HUD) and the West Virginia Development Office and shall be referred to as Project #030-10245- Former Hampshire Memorial Hospital Demolition & Brownfield Abatement Project Bidders on this Work will be required to comply with the President's Executive Order No. 11246 and "HUD Section 109", which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701 u (Section 3). The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this SCBG-assisted project will be extended to lower income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. The parties to this Contract agree to comply with HUD's regulations in 24 CRF part 135, which implement Section 3. Bidder's attention is directed to the Section 3 "Clause" set forth in the Contract Documents. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprise participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code 21-5A-3. Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Hampshire County Commission, Hampshire County Development Authority reserves the right to reject any and all bids. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
