Carson - BAS Upgrade Project Management and Financial Oversight - Various Trades Vendor (over $25,000 vendors) PLA for work over 25K ONLY 01052023 Questions Due Date: Dec 16th 2022, 3:30 PM CST This bid is for project management and financial oversight relating to the BAS upgrade work by Precision Controls: Precision Control Systems of Chicago, Inc. (PCSOC) is pleased to provide this proposal for the following scope at the aforementioned buildings/facilities. Scope: o CPS TC Upgrade OPR Scope Key: Type C (Phase 1) o Sequences of operation for replaced/upgraded controllers shall be Invitation to Bid programmed in accordance with CPS standards and per CPS BAS team direction. o PCSOC to perform point checkout and deficiency list for all upgraded controllers. o Legacy software upgrade/migration to Tridium Niagara N4. o 16 hours of commissioning support are included. o 16 hours of training on upgraded system are included. o Post-Upgrade Deficiency Assessment/Investigation: o Five (5) days of field technician labor are included to assess/investigate functionality of the FPB/VAV controllers (qty. 63) and connected control devices. o Network Controller Upgrade Description: o De-terminate power and communication from two (2) DMS-3500 network controllers. Demolish DMS-3500 controllers. o Provide two (2) new JACE-8000 network controller and appurtenances. o Wire control power and re-terminate the existing-to-remain communication busses to new JACE-8000 network controllers. o Program and develop graphics. o Controller Upgrades Description: o Air Handling Units AHU-1, AHU-2, AHU-3 Controllers 2-1, 1-1, 2-3 (Qty. 3): De-terminate I/O, control power, and communications from existing MicroSmart controller. Demolish controller. Furnish, mount, and wire new, replacement BACnet/IP controller. Replace existing AHU temperature sensors with new. Perform programming and check-out on new controller to verify proper operation. Utilize CPS standard sequence of operation for AHU equipment/type and available I/O. o Air Handling Unit AHU-4, Chilled Water System Controller 1-2: De-terminate I/O, control power, and communications from existing MicroSmart controller. Demolish controller. Furnish, mount, and wire new, replacement BACnet/IP controller. Replace existing temperature sensors with new. Perform programming and check-out on new controller to verify proper operation. Utilize CPS standard sequence of operation for AHU, water system equipment/type and available I/O. o Hot Water System Controller 2-2: De-terminate I/O, control power, and communications from existing MicroSmart controller. Demolish controller. Furnish, mount, and wire new, replacement BACnet/IP controller. Replace existing temperature sensors with new. PRECISION CONTROL SYSTEMS OF CHICAGO, INC. Utilize CPS standard sequence of operation for water system equipment/type and available I/O. o Repairs Description: o Air Handling Unit AHU-1: Furnish, mount, and wire eight (8) replacement OA damper actuators. Existing actuators are not operating. Furnish, mount, and wire one (1) chilled water coil control valve actuator and linkage. Existing actuator is not operational. o Air Handling Unit AHU-3: Furnish, mount, and wire the following replacement damper actuators: o Two (2) OA damper actuators. o Two (2) RA damper actuators. o Three (3) EA damper actuators. Furnish, mount, and wire one (1) chilled water coil control valve actuator. Existing actuator is not operational. Furnish, mount, and wire one (1) hot water coil control valve actuator. Existing actuator is not operational. o Labor: Engineering, electrician, programming, and field technician hours as required to complete the above work. o Materials: o As identified above. o All required installation materials. Clarifications/Exceptions: o All CPS network communication/Ethernet cabling, raceway, and terminations between PCSOC-provided network controllers and CPS network is by Others. o Unless noted otherwise, all existing-to-remain field devices/sensors are assumed to be communicating/functioning properly. Items identified in the Project Deficiency List that are able to be addressed solely or in part by PCSOC shall be included in a separate proposal by PCSOC to CPS. Addressing of Project Deficiency List items are not included in the proposed scope above. In general, if any items require further investigation, repair, replacement, a separate proposal will be provided. o Any damper adjustment, repair, or functional troubleshooting is by Others. o Wiring furnished and installed by PCSOC shall comply with all jurisdictional electrical code requirements. o No cutting, patching, or painting provided by PCSOC. o For PCSOC-provided devices located on CPS' network, all IT configuration and permissions are by CPS. o All PCSOC labor to be provided during normal business hours. All of the above for the lump sum of $134,900 Please contact me should you have any questions, require any additional information, or if you 1) Contractor to secure necessary permits. 2) Contractor to field verify dimensions and specifics of all projects listed above before placing bid. 3) Not responsible for contractor errors as a result of non-field verification. 4) Materials and installation must comply with CPS Standards and Specifications 5) Secure job site overnight if work is not completed in one day. 6) If building or CPS properties are damaged during construction, contractor to replace and/or repair as necessary. 7) Provide necessary labor and materials to fix/correct issues preventing any or all of the projects to be marked as completed. 8) All work shall be coordinated with the Board authorized representatives to complete in an agreed upon time frame. 9) Contractor is to remove and dispose of materials torn out and any construction debris. 10) All trash must be removed off-site by contractor. 11) Clean the surrounding area and make sure all is swept of debris. 12) All questions/requests must be received two (2) business days prior to bid closing.
