For Temporary Fencing for Wilroy Road Flyover Project The purpose for this Request for Quotation (RFQ) is to obtain a contractor to install a temporary 6 (six feet) chain link security fence for the Wilroy Road Flyover Project. The City of Suffolk is proceeding with the design and construction of the Wilroy Road Flyover Project over the Commonwealth Railway. The project includes the acquisition of right of way for the project. A significant portion of this right of way is across a property that has an equestrian center on it. The City has acquired and now holds the title to this right of way This project requires the following services to be provided: 1. Work with the Citys surveyor to install a temporary 6 (six foot) tall chain link security along the boundary of the right of way on both sides. It is essential that the fence be installed as the survey stake is occurring to protect the horses and riders that may still be present in the area. 2. The fence must be installed securely to be able to contain animals expected to be present at an equestrian facility. 3. There are existing vinyl board type fencing currently on the property that may need to have sections removed to allow the new fence to be installed. The new fence will also have to be installed adjacent to the existing fences to create an animal tight enclosure. 4. The contractor will not be allowed to impact or damage the fence on the private property portions of the project area. 5. All vinyl fencing removed must be salvaged and returned to the City of Suffolk. 6. The requested fencing will be of a temporary nature during construction. The pricing shall include the cost to remove the temporary fence and the completion of the project. The successful bidder will retain ownership of the fence material utilized for this effort and are leasing the fence to the City for the duration of the project. 7. The need for the fencing will be early January 2023 and exist until the completion of the project, which at this time is scheduled for mid 2025. The successful bidder understands and agrees that the project duration may be extended due to unforeseen circumstances and that the cost quoted is for the project duration with no cost escalation should the duration be extended. 8. The existing vinyl fence has an electrified farm animal tape fixed along its top. The electric tape will be removed with the installation of the chain link fence. As insulated wire must be provided will be provided along the new fence to allow the remainder of the animal electric fence to operate without energizing the chain link fence. The chain link fence must be fully grounded in accordance with the latest edition of the National Electric Code (NFPA 70) for ground fault safety. 10. Installation must be completed by January 18, 2023.
