The County of Sacramento Office of Homeless Initiatives (OHI) is seeking interest from qualified organizations interested in operating a low barrier, scattered site interim 24/7 shelter program for persons experiencing unsheltered homelessness. The program will be inclusive of both operations and re-housing services. The shelter re-housing services provider may be the same as the shelter operations provider or will work closely with the provider, if a separate entity. You will see the opportunity to select one or both programs later on in the LOI. Sacramento County funds and supports operations of sheltering programs throughout the County, using a variety of approaches and physical buildings to address the unique needs of people living unsheltered. One of the core sheltering programs is the Re-Housing Shelter Network (RSN), also known as "scattered site shelter". This model utilizes existing residential facilities within neighborhoods to support small (typically less than 5) sheltering programs. The RSN allows for sheltering for people who cannot be supported in traditional, congregate settings, and can accommodate varying household configurations and serve people with their pets. Through a scattered site, shared housing approach, the program will offer flexible, low barrier accommodations for up to 155 guests at a time (with the potential to expand capacity at a later time) and will be inclusive of partners, pets and possessions. B. Utilize properties, zoned residential or for use as an emergency shelter, located and secured by the provider. C. Maintain a working relationship with the neighborhood and property management/property owners. D. Conduct intake and assessment activities with guests. E. Provide a minimum of one meal daily, general storage and storage for medications, restrooms/laundry/showers, ability to receive mail, and access to a telephone. F. Maintain a qualified and trained live-in house monitor, for each shelter site. G. Provide case management services focused on stabilizing health, income, and general well-being as necessary for permanent housing stability. H. Intake for eligibility into benefits, education/life skills, employment development and transportation support. Program Area 2, Re-Housing Services A. Provide housing case management and supportive services that directly support the goal of housing. B. Development of individualized housing plans with each scattered site shelter guest. C. Provide services to include all relevant activities supporting the goal of housing such as transportation support, financial assistance, wrap-around services, etc. D. Collaborate, coordinate and maintain partnerships with other community agencies in order to enhance and maximize available resources for participants. E. Administration re-housing assistance dollars for guests exiting scattered site shelters to permanent housing.
