The Bureau of Solid Waste Management is soliciting for a General Contractor to provide General Labor Services to various landfills throughout the County. Please read the solicitation in full as the requirements for these labor services are very specific. The contract is a multi-year agreement. The deadline for written questions pertaining to this solicitation is seven (10) working days prior to the due date of proposals. Questions must be emailed to smitcherling@baltimorecountymd.gov .MBE/WBE Goal: 5% The Bureau of Solid Waste Management will coordinate with the Contractor in advance, to schedule skilled labor work. Baltimore County expects that under normal circumstances, work of these types could be scheduled for initiation within two (2) weeks of notification from the County. Upon the County's request for skilled personnel, the Contractor shall provide an estimate of the personnel and hours required to complete the requested project work. Upon acceptance of the estimate, the County will authorize the Contractor to use its skilled personnel to complete the work. The Contractor shall notify the County immediately if, as the project progresses, it determines that it has overestimated, or underestimated, the cost for completion of the skilled work. The Contractor shall only bill the County for actual hours worked. The Contractor shall ensure employment eligibility verification for all skilled labor employees assigned to these facilities and provide all legally required insurance for employees, including but not limited to general liability and Workman's Compensation. The Contractor shall provide the County with certificates of Insurance Coverage prior to execution of the contract for services.The Contractor shall provide all administrative functions including, but not limited to, formulation of accurate invoicing to Baltimore County and distribution of employee paychecks. Any documents, as may be required by the County shall be provided by the Contractor in a timely fashion. The County reserves the right to accept or reject the request for a price increase within fourteen (14) days. If the price increase is approved, the price will remain firm for one (1) year from the date of the increase.
