For this contract, the contractor is expected to write a Lessons Learned report detailing the Elk Valley Road Rehabilitation pilot project's challenges and successes over the last three years and outline what is needed for future success as a program. To do this, the contractor will be expected to conduct interviews with selected individuals who have been involved in the pilot project. This will include provincial staff, both past and present, of Ministry of Land, Water and Resource Stewardship and Ministry of Forests, Ktunaxa Nation Council staff, members of the Elk Valley Cumulative Effects Management Framework (CEMF) Roads Subcommittee, and others. Details to be considered, developed, and/or included in the report include: key barriers that have limited the success of the project, identification of factors to include in the formation of a risk matrix to identify risks of rehabilitation of selected roads that can be used to better inform Decision Makers, consideration of policy requirements and industry needs and novel ways to work within these constraints while also meeting our habitat/wildlife objectives, a variety of tools and strategies that could be used concurrently with/instead of full rehabilitation that would help meet our objectives, invasive species release following road rehab, challenges around the engagement process and other issues/ideas that arise out of the interviews or by the contractor.
