Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; for the renovation of a transportation facility; and for outdoor lighting for a road / highway.

Scope of Work: Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, permits, incidentals, and services required to construct, renovate, remodel, and maintain transportation infrastructure throughout Broward County. Goal Participation: This solicitation includes participation goals for certified Disadvantaged Business Enterprises. Refer to Special Instructions to Vendors for additional information. Federal Transit Administration Requirements: The successful Vendor is required to complete applicable forms found in Federal Transit Administration (FTA) United States Department of Transportation (USDOT) Funding Supplement Requirements and Certification. FTA Buy America Certification: A bidder or offeror must submit to COUNTY the appropriate Buy America Certification Iron, Steel, Non-Rolling Stock form (Exhibit 6A), with all bids or proposal on FTA-funded Contracts, except those subject to a general waiver. Bids or offers that are not accompanied by a completed Buy America Certification for Procurements of Steel, Iron, Non-Rolling Stock Form will be rejected as non-responsive. Workforce Investment Program: This contract is not subject to the Broward County Workforce Investment Program. County/State License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements). Item Response Form: Quantities listed on the Item Response Form are the estimated Initial One-Year Contract Period/Term amount. The sum of all line items will be the Vendor's Initial One-Year Contract Period/Term price. Basis for Award - Total Bid Award: It is the intent of the County to award this contract to the lowest responsive, responsible bidder by total bid price. A bidder must bid on all items to be considered for award; otherwise, the bid will be construed as incomplete and may be rejected. Per paragraph 7 of the General Terms & Conditions, the County reserves the right to award as deemed in its best interest. Bid Guaranty: Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). Bid Allowance Amounts: This solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices.
