The First Tennessee Development District is seeking request for statement of qualifications and bids for coordination services on substantial rehabilitation and reconstruction housing projects for grant programs within the eight county region ofNortheast Tennessee. These grant programs include THDA HOME, Northeast Tennessee / Virginia HOME Consortium Grant and Johnson City Community Development Block Grant Projects. We are in the process ofprocuring a qualified rehabilitation coordinator to perform the following items on each project: Assist the District in organizing housing rehabilitation/reconstruction procedures, including information dissemination, organization and maintenance ofthe records. Conduct a detailed interior and exterior survey of each structure designated by the District within the identified area to determine specific improvements required.+ Prepare required work write-up, estimated statement of cost, and sketch floor plan for each structure to be rehabilitated. Hold a pre bid conference with the perspective contractors before bid opening. Hold a preconstruction conference with the housing rehabilitation contractor and the Homeowner prior to construction to encourage orderly and complete improvements of the property and conduct a site visit upon completion ofwork. Furnish, as appropriate, approvals and permits from all governmental authorities havingjurisdiction overthe PROJECT and such approvals and consents from others as may be necessary for completion ofthe PROJECT.
