The First Tennessee Development District is seeking bids for HERS Rating services on reconstruction projects for grant programs within the eight county region of Northeast Tennessee. These grant programs include THDA HOME, Northeast Tennessee / Virginia HOME Consortium Grant and Johnson City Community Development Block Grant Projects. We are in the process of procuring a qualified HERS Rater / BPI Building Analyst to conduct insulation inspection, a blower door test and post construction duct tightness test in compliance with the currently adopted State of Tennessee Testing: a. All new construction shall require a blower door test in compliance with the currently adopted Stat of Tennessee International Energy Conservation Code; this shall be tested by a qualified HERS Rater/ BPI Building Analyst. B. All new construction shall require a post construction duct tightness test in compliance with the currently adopted State of Tennessee International Energy Conservation Code; this shall be tested by a qualified HERS Rater/BPI Building Analyst.
