The First Tennessee Development District is seeking request for statement of qualifications and bids for lead based paint inspection, assessment and clearance report services on housing projects for grant programs within the eight county region of Northeast Tennessee. These grant programs include THDA HOME, Northeast Tennessee / Virginia HOME Consortium Grant and Johnson City Community Development Block Grant Projects. We are in the process of procuring a qualified lead based paint inspector to perform inspections, assessments and clearance reports on each project. The risk assessments will be performed according to applicable HUD Guidelines, OSHA construction industry guidelines, and all applicable State of TN regulations and laws developed for LBP inspections/risk assessments. The following steps will be followed in conducting the LBP risk assessment: Conduct an initial interview with the homeowner/tenant; Locate all deteriorated painted surfaces to be tested throughout the home; Perform LBP sampling using XRF machine utilizing appropriate calibration methods; Itemize all positive building materials; Collect dust samples from random floor and window sills from a minimum of four interior rooms of the home; Collect a composite soil sample from the home's exterior drip line and bare soil areas; and Provide a final report of findings, followed by clearance testing, if necessary.
