Site work, paving and renovation of a mixed-use development in Fairfax, Iowa. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Public Improvement, upon which bids are requested, generally consists of construction of a neighborhood park, including site grading, sidewalk/trail installation, basketball court installation, fencing, stubbing of utilities for future use, seeding, and all other associated items of work, to be located along the intersection of Heartland Street and Eagleview Drive in the City of Fairfax. The 2023 Heartland Heights Neighborhood Park Project includes all labor, equipment, and materials necessary for the construction of this project. A pre-bid meeting has not been scheduled for this project. Type of Bid Bids shall be on a Unit Price basis. Contract Time Information Early Start Date: April 17, 2023 Late Start Date: June 12, 2023 Final Completion: Completion Date - August 18, 2023 Contract Terms Iowa Statewide Urban Design and Specifications (SUDAS) Current Edition, and City of Fairfax General Supplemental Specifications to SUDAS, 2020 Edition are applicable to this project. Items included in the Project are exempt from State of Iowa and Local Option Sales and Use Taxes. Contractor is responsible for obtaining the exemption. Sales and Use taxes shall not be included in the Bid. Bid Security and Other Bonds Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in a form acceptable to the Jurisdiction, for the faithful performance of the contract, in an amount equal to one hundred percent (100%) of the amount of the contract. The bidder's security shall be in the amount of five percent (5%) of the bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents executed by a corporation authorized to contract as a surety in the State of Iowa. Bid security, other than said bid bond, shall be made payable to the City of Fairfax. The bid shall contain no condition except as provided in the specifications. Drug Free Workplace The City of Fairfax seeks to enhance worker safety by creating workplaces that are free of drugs and substance abuse. All contractors and subcontractors shall be responsible for pre-employment drug screening of prospective employees. All contractors and subcontractors shall have in place a drug and alcohol testing policy that conforms to the requirements of Iowa Code, and will be required to submit with their bid an affidavit attesting to this practice. OWNER's Right to Reject Bids The City Council of the City of Fairfax reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter into such contracts as it deems to be in the best interest of the City. The City reserves the right to defer acceptance of any proposal for 60 calendar days after the bids have been received and opened. The Engineer's estimate of probable cost is $190,000.00.
