Notice is hereby given that the Town of Auburn is soliciting written quotations pursuant to M.G.L. c.30B, to acquire the services of a consultant to prepare a complete update to our local Hazard Mitigation Plan, in accordance with any and all applicable Massachusetts Emergency Management Agency (MEMA) and Federal Emergency Management Agency (FEMA) standards. The Town is seeking an update to the current Hazard Mitigation Plan set to expire in 2023. The Town is receiving grant funding for this project through FEMA via MEMA and as such, there is a not to exceed limit of $27,000.00 for the consultant services necessary for the successful and full completion of this project, including any and all work incidental or related thereto. Attached is the Scope of Work required by FEMA and MEMA to comply with the grant and successfully complete an updated Hazard Mitigation Plan. The FEMA/MEMA project timeline for the grant is also attached. The timeline is estimated only, identified tasks may be completed sooner than indicated. The consultant shall submit a timeline for the completion of the updated plan. The contract shall be given to the responsible and responsive quoter offering the lowest quote for completion of the entire project. The lowest responsible and responsive quoter must possess the skill, ability, and integrity necessary for the faithful performance of the work. To determine whether the quoter is responsible, the Town may contact individuals representing projects that the quoter has completed or is in the process of completing. Please provide contact information for each project of similar scope as this project that the quoter has completed or is in the process of completing in the last three years. The contact information should include the Project Name, Project Address, Scope of Project, Contact Person, Contact Person Title, and Contact Person Phone Number. The Town reserves the right to make any inquiries regarding this procurement. The Town may consider informal any quote not prepared and submitted in accordance with the provisions hereof and may waive any informality; or reject any proposal, the Town deems not to be in the Towns best interest. The Town may reject any quote which in its sole judgment is incomplete, conditional, obscure, or not responsive or which contain additions not called for, erasures not properly initialed, alterations or similar irregularities, or the Town may waive such omissions, conditions or irregularities, if considered minor. The Town reserves the right to reject any and all quotes if it is in the Town's interest to do so. The method of contractor selection has not been determined at this time.
