The City of Healdsburg (City) is seeking a qualified consultant team with relevant experience and knowledge to prepare preliminary plans, environmental and right-of-way documents, and final plans, specifications and estimate (PS&E), for the Healdsburg Avenue Complete Streets Project, between Powell Avenue and the northern City limits (see Attachment A - Location Map). The Healdsburg Avenue Complete Streets concept plan, between Powell Avenue and the northern City limits, was developed through the work of the Healdsburg Avenue Improvement Study and subsequent grant application for Active Transportation Program (ATP) funding. The project will be administered in accordance with the Caltrans Local Assistance Procedures Manual (LAPM) and environmental clearance shall comply with CEQA and NEPA requirements, as applicable. Consultant experience with federal aid projects and Caltrans procedures is essential. In addition to the federally funded Complete Streets project, an underground utility replacement project will also be required for the project area for which the selected consultant will prepare separately the preliminary design, environmental documentation and PS&E package (see Attachment B - Utility Replacement Map). The method of Contractor Selection has not been determined at this time.
