(NYSEG) is proposing to perform minor maintenance, rehabilitation, and/or replacement for specific existing utility pole structures along the existing NYSEG Electric Transmission Line 945. The 47.12-mile transmission line segment subject to this proposal extends from the Etna Substation off Pickney Road in Dryden, NY East to the Norwich Substation off County Route 32A in Norwich, NY. Of the thirty-three (33) structures to be replaced and the ten (10) structures to be serviced, the right-of-way for L945 Structure 165 is located within NYSDEC Regulated Freshwater Wetland OX-1, and the replacement of this structure will result in in approximately 0.2-acres of temporary wetland disturbance, and 0.05-acres of temporary disturbance to the regulated 100-foot upland adjacent area. In addition, several of the structures require access via crossings over five (5) NYSDEC protected streams ranging from Class A to Class C(TS) using temporary construction matting. All disturbances will be temporary, take place only within the existing ROW, and all applicable best management practices will be used to minimize impacts to the wetlands and protected streams. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination Project is not subject to SEQR because it is a Type II action. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.
